A ringer is a slang nickname... It refers to someone or something put into a competition with the anticipation that the contest is unlosable by them...

Johnny Knoxville's character is unimpaired... The other competetors at the Primary Olympics are impaired.. The thought at the beginning of the movie was he couldn't lose thus making him a ringer...
